Project Construction Manager (Wireless Telecom Project)

Position Summary
Reporting directly to the Program Manager or Regional Manager, this position has Management level employees on the project as direct reports. This may include Design and Procurement, but would focus on the overview of the General Contractor and the immediate construction of the project, as well as Controls. This position is client facing and would be the direct contact as the highest ranking onsite Owners Representative with an emphasis on ensuring Schedule, Cost, Scope and Safety.
Review Contractorssafety program for compliance with all local, State and federal requirementsand regulations and uphold Jacobs Beyond 0 safety culture.
Review the work ofother contractors and consultants, certify percentage of work completed, andmake recommendations on the approval of COR's, WAC's and other invoices. Prepare white papers, perform research, and draft change management documentswhen needed.
Assist contractor inobtaining permits as well as mediating interactions with landlords, propertyowners, and all other agencies.
Review and makerecommendations on contractor work product for compliance with LA-RICS projecttechnical and contractual requirements.
Coordinate andoversee Field Observation staff, ensure that all training is current and thatall established process and procedures are adhered. Monitor and controlfield reporting, and review draft documents performed by field staff.
Manage theTelecommunications Contractors' design documents and ensure that the documentscomply with state and local codes, in addition to contractualrequirements.
Oversee all fieldwork performed by telecommunications contractor including providing assistancewith utility providers and client accounts.
Serve as thefunctional manager for all issues relating to field activities and down-flowinformation to the proper parties, delegate tasks, and assign work toappropriate team members.
Ensure that theProgram collects all required documentation for each project includingsubmittals required and close out materials as required.
Review all schedulesand report up internally to Jacobs Team as well as to client on project status,program status, and all associated scheduling details ie. activity durations,sequencing of work, earned value, etc.
The CM willcoordinate closely with the Jacobs environmental team to ensure that fieldactivities do not jeopardize grant funding.
Service as localsafety compliance manager and correspond with Jacobs Regional HSE. Responsiblefor updates and distribution of HSAP.
Bachelor of Science in an Engineering discipline, Construction Management, or Architecture preferred
5 years of experience Construction Management organization required
10 years of experience in a project related construction field required
Strong working knowledge of pre-design and pre-construction, building systems/components and technology, contract management, project delivery methods, team building and client relationship building required
Experience with LA County Dept of Public Works Preferred
5 Years of construction experience within the Telecommunication Construction industry highly desired based on nature of this project.

The check will bounce and the victim is left responsible.
